Preparation
Preheat your oven to 350°F (175°C) and grease a 9x9 inch baking dish.
In a bowl, combine oats, flour, brown sugar, granulated sugar, baking powder, and salt. Mix in the softened butter until crumbly.
Press half of this mixture into the bottom of the baking dish to form the crust.
In another bowl, mix together lemon juice, cornstarch, and lemon zest until well combined. Pour this lemon mixture over the crust.
Crumble the remaining oat mixture on top of the lemon layer.
Baking
Bake for 30-35 minutes until the top is golden brown.
Allow to cool before cutting into bars and serving.
