Remove the cream cheese from the fridge and let it soften at room temperature for 20–30 minutes.
In a mixing bowl, combine the softened cream cheese, chopped cooked shrimp, shredded mozzarella, and garlic powder. Season with salt and pepper. Mix until evenly combined.
Use lightly oiled hands or a spatula to shape the mixture into a compact ball.
Pour the grated Parmesan and chopped chives onto a plate and roll the cheese ball until it’s evenly coated.
Wrap the ball in plastic wrap and refrigerate for at least 1 hour to firm up.
